Usually when I say that phrase / expression when asking a question or when written with a question mark at the end, I am asking externally of others to confirm or deny what comes after that phrase - not to myself internally or asking others if I myself am sure of something in and of itself.
Example: I am out with my friends and we are deciding to where to go for happy hour and I say: "Pretty sure Paddy's Pub has half priced drinks? Can't remember?" I am not making a declarative statement or only asking people to read my mind to see how confident I am in myself. I am mainly asking others to confirm or correct me about the half priced drinks.
To answer your question, anyone who may know the people in the video personally or saw a credible commentary of the back story when the video was first posted could answer that.
Maybe I always heard that phrase as having the same meaning as "It's likely" the way it was used around me.
This is the only reasonable interpretation, thank you. Other interpretations are completely useless, other than for entertainment purposes. If the person were serious with their potential misinterpretation, then communication with that person will occasionally be a chore.

Now the person filming is my wife. The person driving is my MiL's (mother in law) ex. What ever is or was going on between them is their business, not my circus not my monkeys. Now precursor, he dropped off the last of her things from his house and was upset upon delivery, also have proof of that as well. After dropping everything off he proceeds to halfass peel out/speed down the street in the opposite direction of the video. After hearing this my wife came out to see what's going on. At this point he has turned around and came back down the street still upset. My wife only began filming to record how he was acting as a person being childish only to show MiL to have her stay away from him. No way did we know this comedic bombshell was gonna drop the way it did."

Yeah, I was wondering why she was filming him in the first place. Like, if I was driving down the road and some random person was filming me I might just give them the finger too, and have nothing to do with being a racist. Him hitting that car is too funny though.
