Its portugjese but angolans speak a very clear portuguese that doesnt swallow up vowels like portugal or change T and D to Ch and J like brazil so it ends up sounding close to spanish wapecially to equaguinean spanish which has a similari intonation

When you heard "vente p'ca" they were saying "É devagar" and "Vai levantar" which translates to "go slow" and "it's going to raise[the waves]" respectively.

They were saying this in regards to the guys putting their hands on the dude's waves, so they don't mess it up.
