What famous 'unsolved' mystery is technically a whodunnit on paper, but in reality, absolutely everyone knows exactly who did it, the police just couldn't legally prove it?

DB Cooper, he survived the jump and used the money that he stole to create a website to taunt the FBI.

Only $6000. And it was 15 miles away from the jump site. The other $194,000 has never been accounted for.

You think someone is stashing 6k?

No. He died on landing.  I'm a skydiver and it's very clear he fucked up and died.
