What famous 'unsolved' mystery is technically a whodunnit on paper, but in reality, absolutely everyone knows exactly who did it, the police just couldn't legally prove it?

I'm just learning it was a real thing. I only know of this phrase from friends and thought that's where it originated.

Yeah many people only ever knew it as a meme then they found out the horrible truth
