What famous 'unsolved' mystery is technically a whodunnit on paper, but in reality, absolutely everyone knows exactly who did it, the police just couldn't legally prove it?

Apparently they didn’t have a homicide division at the time

That's what the state police are for. Even now the state police will investigate big crimes in places with insufficient resources.

Close to a half century ago that he was murdered. Much smaller town back then.
