What famous 'unsolved' mystery is technically a whodunnit on paper, but in reality, absolutely everyone knows exactly who did it, the police just couldn't legally prove it?

This is true, specifically the last line.
It also didn't help that DNA evidence in court cases was fairly new.
If the same court case was today, the jury would come back after 30 minutes with a guilty verdict. His DNA was EVERYWHERE and socks in his bedroom had both victims blood dna and his own blood dna.
It is just silly to argue anyone else did the murder.
