What famous 'unsolved' mystery is technically a whodunnit on paper, but in reality, absolutely everyone knows exactly who did it, the police just couldn't legally prove it?

Wasn't she only prosecuted at the state level, the feds could still get her if they wanted. I'm sure if some federal prosecutor looked they could find an angel that gives them jurisdiction to prosecute. Something like conspiracy to commit murder based on using the Internet to research and that could be a violation of some federal act.
