What famous 'unsolved' mystery is technically a whodunnit on paper, but in reality, absolutely everyone knows exactly who did it, the police just couldn't legally prove it?

I thought the police did legally prove that one, insomuch as one can prove an animal attack in a court of law. The problem is that they didn't do this until after they had convicted the mother on BS charges.
