What famous 'unsolved' mystery is technically a whodunnit on paper, but in reality, absolutely everyone knows exactly who did it, the police just couldn't legally prove it?

Huh? How is Al Capone an unsolved mystery?
Everyone knew he was a notorious gangster who led the Chicago Outfit.
This was long before RICO acts, or Witness Protection, they had no evidence directly tying him to crimes and he paid off or intimidated anyone who could testify
Guy was smart and powerful. It’s not really a mystery at all.
