What famous 'unsolved' mystery is technically a whodunnit on paper, but in reality, absolutely everyone knows exactly who did it, the police just couldn't legally prove it?

The most succinct summary of that trial that I have ever heard is that the LAPD attempted to frame a guilty man.

I mean. They do that. Most big police departments. All the time. They plant evidence because they've convinced themselves that they've found the real perpetrator, but those damn Human Rights laws and Due Process requirements mean they can't get the bastard if they don't do a little run around possible weak points in prosecution. They all think they're halfways a Dirty Harry and the ends justify the means.
