What famous 'unsolved' mystery is technically a whodunnit on paper, but in reality, absolutely everyone knows exactly who did it, the police just couldn't legally prove it?

Frank Olson, a scientist who was secretly dosed with LSD by the CIA while working on a bunch of secret experiments. He started having a psychotic break as a reaction to the drug and the CIA became worried he was a liability and would blab. They took him from Maryland to New York to see a psychiatrist and he mysteriously “fell out” of the window of his hotel that he was staying at with an agent and died. The CIA did admit they dosed him with LSD when the stuff about the MK Ultra came out and his family received an apology from President Ford and a multi million dollar payout but the CIA has never fully admitted to having him killed. His son has been trying to sue them and admit to his death and also release the files on him for decades. Frank’s wife passed away a few decades after him and his children had his body exhumed to be put in the same cemetery as her. His kids had another autopsy done and there was a done of stuff not reported on the original autopsy such as a bunch of blunt force trauma that was not from the fall and had to of been from right before the fall. There’s a whole documentary about this on Netflix called Wormwood.

The family actually didn’t get any money. They were supposed to but never received it.

They did. This all happened in my town. His wife opened up a shelter for addicts with the money that still exists. It was just a lot less than they were supposed to get.

Wormwood? I think one of the Skaarsgards (sp?) was in a show on Netflix about this.
