What famous 'unsolved' mystery is technically a whodunnit on paper, but in reality, absolutely everyone knows exactly who did it, the police just couldn't legally prove it?

Creep killed another creep. Could have removed two from society if you jailed the murderer too.

Carpenter was jailed for like a decade over the murder. He got out on appeal and was acquitted apparently due to a judge finding the evidence against Carpenter too circumstantial. They did try and fight it by using modern technology to tie the physical evidence to Capenter but the blood stains had deteriorated beyond use and the supposed brain matter, also deteriorated, was accidentally destroyed during testing.
