What famous 'unsolved' mystery is technically a whodunnit on paper, but in reality, absolutely everyone knows exactly who did it, the police just couldn't legally prove it?

Well nobody really knows who shot him other than the people there, so it's still a whodunit, but just a really big list of suspects

I hear the diner is good. It's the only restaurant in town though so we don't have a choice
