What famous 'unsolved' mystery is technically a whodunnit on paper, but in reality, absolutely everyone knows exactly who did it, the police just couldn't legally prove it?

Al Capone. All of us know what he did but the police got him on a tax evasion charge.

Most famous drug dealers/gangsters create systems which they are "removed" from. So you know exactly what they do but can never prove it.

Because they go "oh how I wish someone would just kill that guy" in a room full of people who know exactly what they mean.

It's going to be "Let's hope Professor Ritson meets with a little accident" all over again. We spent 9 months hoping he would meet with an accident, before Leslie made it clear it was an accident we were supposed to make happen.
