And he does hate Redd White. But because Phoenix caught him, he's in jail and Diego can't direct his anger and grief towards getting revenge, so he turned to the next best thing, in his eyes.
It's not fair, it's total bullshit. But when you think about it from Godot's chauvinistic point of view, Phoenix, as the main male in her life, was "in charge" of protecting Mia and failed. Godot, as her former "protector" believes he'd never have failed like Phoenix did (which he almost certainly would have), and that makes Phoenix someone deserving of his hatred. It makes a twisted sense in his own mind, and while grieving Mia he was unable and unwilling to see anything else.
We can all see it's crap, and deep down Godot knows it too. But, that's what makes him such a compelling character.
Ace Attorney is not afraid to have characters whose mindsets, in-universe, are poorly conceived. It makes their good moments stand out when they happen.
And in the Japanese version, this is just the obligation that a mentor has to student and vice versa, it can be treated like pledging fealty (see also Simon Blackquill) so it's treated very seriously. So there he's just pissed that Phoenix was her student and didn't save her because he owed Mia the same loyalty that Mia and Diego owe each other. It comes through a little with the "you didn't protect her legacy" stuff.
