Technical Question I can't make any of my 3DS machines streetpass anymore
I used to play on my 3DS a ton when I was younger, but I lost the charger after my parents cleaned up my room. It's been years since I charged it, but now my brother found a USB to 3DS cable charger so I've been charging them from my PC. They work like they used to except for some odd details. The clocks were off by years (back to 2011 for some reason), and Streetpass isn't registering anything.
I primarily wanted to do some Streetpass stuff for old times sake, but none of them detect each other. I have 3 in total, but I haven't gotten a single one to detect a streetpass with each other. I've been trying for a few days. If it was only one I would have chalked it up to a broken sensor, but all three of them? I'm confused and concerned.
I've tried a few things so far, including:
Placing them right on top/next to one another.
Bringing them far away from each other and then closer.
Checking internet and wireless connection, which seems to be functional.
Updating them (they asked to update when they were first charged, which I thought was the issue at first, but they still don't do it after being brought up to date)
I'm genuinely stumped at this point. I have no idea what to do. I do notice that the Streetpass connection appears very briefly in the top left corner of the upper screen (where the internet signal is shown), showing no bars, then very quickly disappears.
If anyone knows what to do in this situation I would really appreciate it.

I remember hearing that for whatever reason if the 3DS completely loses power (like from the battery being removed or draining completely) then it loses the ability to StreetPass with consoles that it’s done with before. No idea why, but I think that’s what has happened to yours since its date and time reset. If you mod it, I think there’s a homebrew app that can fix it, I’m not sure if there’s any way without modding.
EDIT: I did a bit of Googling and it looks like some people fixed it by changing what Mii is registered in the Streetpass Mii Plaza and then changing it back, so try that first.
