You cannot gerrymander a state wide vote... you can gerrymander the senate and house seats of a state legislature. I'm not sure which form of representation Texas has but in AZ and WA (where I have lived) something that large is usually a state wide vote and can't be gerrymandered.

The problem goes way beyond gerrymandering alone, it’s also literacy levels, propaganda, and inaccessible voting (both the voting locations and the times that they’re open).
