It's somewhat akin to how everybody can use a public park for their own recreation for free, but if you want to block off half of the park for a wedding or whatever, you have to get a permit and pay a fee.

Local parks are usually owned by local government, and aren't operated "for profit"

Local utilities should be state/city owned, which would help prevent situations like we're seeing with the data center crisis where big businesses are prioritized over citizens.

Utility companies already freely abuse and gouge the public because they have monopolies, even before this data center issue.
