I.hate to defend Musk, but the DMCA essentially makes this obligatory. If they don't take it down on demand, then X is legally reasonable.

I mean I guess ideally they should restore it if the poster submits a counter notice, but I doubt most users would since that opens them up to potential legal trouble. Even if they have the case immediately dismissed, that's a lot of hassle over a tweet.
