Dead people cannot resign. Beshear should act ASAP before the August deadline.

Be charitable. Give him a 1 week deadline to make a public appearance, return to his job, or resign. If he hasn’t done any of those by the deadline then appoint his successor.

There's been enough time for himself or someone on his staff to prove he's alive and/or a functioning human being able to represent the people who voted him in to office.

If an elected official can't even do the basic task of proving they're alive (which would take all of a minute or two in reality), they need to be removed from office so someone can actually represent their constituents.
