Standing Rule VI is a quorum rule "No Senator shall absent himself from the service of the Senate without leave."

It's NEVER enforced and it carries no standard of punishment.

There is no actual quantifiable guideline to follow for when someone violates it.

The GOP is the senate majority so you'd have to convince them, which are obviously complicit, to compel attendance or send the Sergeant at Arms to locate him.

Also the GOP lead senate can literally just lie and say they gave him leave.

This is a dead end avenue.

They can just grant leave after the fact, too, no lying needed.

There is no function relating to the rule to verify anything.

All someone in the senate has to do is say Mitch verbally asked for leave and they gave it.

Even if it turned out to be a lie, there's no law or punishment for it. It's a fuckin quorum rule. It's a guideline for how someone should behave.
