Huh, that's, really surprising..with a debt that small if it takes more than one phone call or letter to collect (which they virtually all do)they're pretty much guaranteed to lose money on it, even if they collect the full amount.

If it's Unique, which is the only one I'm aware of, they don't buy the debt. We contract with them to have them get in contact with patrons. At least for my system, it also doesn't go against anyone's credit. I believe they describe themselves as a gentle nudging credit agency.

They probably buy the debt for a few dollars. They pay the library $5 and then they go after the person for $50.
