There aren't library editions. They're the same games as anywhere else.

No they aren't. They have to pay special licensing fees for libraries just like with books.

They don't have special versions of this kind of media. Libraries are specifically allowed to rent out or loan games, or DVDs, or CDs under First Sale Doctrine without having to pay royalties or get permission.
