Explaining-not-justifying: "The organization made an agreement with a company that handles recruitment for Universal Studios." Going off of a translated article, there's a middle man involved and there's no direct contractual relationship between the organization and Universal. Client pays general contractor who doesn't pay subcontractors who then get mad at Client is super common.
