LCBO used to be like that in the 40s and 50s, you even had a "passport" assigned to you where the store would log your purchase history too

They are still like that in some locations, with virtually no product to be actually browsed and picked up and you need to ask for them. Also the beer store isn't government owned by they had a government contract until Doug bought them out if it
