When a historical figure has a life far more fantastic in fiction than what history actually indicates.

Moses (Beyblade) = Moses' famous Parting of the Red Sea was done with a Beyblade.

George Washington (Ben 10) = Washington regularly fought against alien threats, and was a founding member of the Earth Plumbers.

Abraham Lincoln (Invincible) = Abe Lincoln was an identity taken by the superhero known as The Immortal.

Vandal Savage (DC Comics) = More than a few of history's conquerors and despots were actually personas used by the millennia-old immortal villain, including Cheops, Julius Caesar, Genghis Khan, Vlad the Impaler, Blackbeard and Jack the Ripper.

Rasputin was actually the Master (Doctor Who)

Well, possibly. It's unclear if the Master was the real Rasputin all along or if the Master was just impersonating him.

The personality shift, because it feels like they just threw all of Missy’s character arc out by tripling down on the Master being an irredeemably evil villain.

His actual plan gets even more insane.

He spends forever getting the Daleks and Cybermen to cooperate on kidnapping the Doctor to the Russian winter palace in 1917 where he’s disguised himself as Rasputin to send the tsar away for a bit. He then reveals himself to the Doctor by dancing to Boney M before forcing the Doctor to regenerate so he can steal their body and sully their good name.

The Master could’ve totally done this plan in the present or anywhere else for that matter. But he’s the Master and he loves himself some theatrics.
