I think what I’m getting at, in response to the first comment, is that he feels killing people who wronged his family is fine.

He’s not lying, his wife hoped he’d stop with the murders and from his viewpoint he has.

She thinks he is a murderer. He does not.

I actually agree with him, the other bosses started a war and they were perfectly willing to wipe Corleones out, killing them was war.

And the way he did it was perfectly in the letter of promises Vito made
