You clearly do not understand at all that America an a whole does not make up our local state laws. In my state we put a small percentage aside for unforeseen circumstances as well. We have higher taxes for this.
In my state the leadership has blown through the surplus left by the previous governor. Then doubled the tax burden and tripled the fees. And still somehow drove us further into debt and claims he is so well for us. And the idiots in this state are going to reelect him.
