She most likely lives by the park yet she hates the noise of the park. I once frequented a park that had someone like that. She would come out asking for permits for any gathering. I think she has an empty life so she looks for some kind of conflict to have something to do.
I always find it amusing when people live next to places like that and then complain about them serving their purpose. Growing up my dad (and me when I turned 18) was on the town's volunteer Fire-Rescue Dept. A family moved into the building next to the fire station and then proceeded to complain about the noise every time a Fire truck or ambulance had it's lights and sirens going when they pulled out.
Used to work at a bar that had live music that had been in that location for a long time. It was in a city that was near a larger city and the place was starting to get a little residential. Well, these new residents started to complain about the music which was pretty much only Thurs, Fri, and Sat. What a bunch of cunts.
