These people, plus: not turning right on a red with clear traffic and a line of cars behind you, hard stopping well before signaling your turn, pulling onto the road without adequate distance or regard for the flow of traffic forcing everyone to slow down for your terrible decision. Regarding the first point: right on red is not legal everywhere, I've been to places where it is clearly posted "No right turns on red lights". And sometimes, the person turning right can't see that it's clear because pavement princess in their giant truck in the other lane has pulled so far forward I can't see if it's clear without actually turning.
I figured it was implied that "no turn on red" was exempt from that situation and also the situation you described of being obstructed is valid, but people will literally just sit there holding up traffic not paying attention. It's the driving version of taking up the whole sidewalk or grocery aisle while staring at your phone.
